Dear Ohio Driver Training School Owners, Authorizing Officials, and Business Managers,

The Ohio Department of Public Safety (DPS) and the Office of Traffic Safety Office (OTSO) have officially enacted updated administrative rules under OAC Chapter 4501-7 on Aug. 1, 2026.

As these changes impact daily operations, contracts, and compliance across all driver education programs in Ohio, the Ohio Driving School Association (ODSA) wants to ensure every enterprise—member or non-member—has the information and guidance needed to transition smoothly.

Key Highlights of the New Rules

1. Rule 4501-7-12: Training Agreement Changes

  • In-person and Virtual Bundles (Theory + Behind-the-Wheel): The completion window has officially been expanded to 12 months from the first date of training. This provides much-needed flexibility for schools offering both classroom theory and in-car instruction to a student.

  • Standalone Programs (Online-Only OR Behind-the-Wheel Only): The completion window remains 6 months from the date of signature and payment.

  • Mandatory Completion Dates Upfront: DPS/OTSO is actively enforcing that all student agreements clearly declare the completion end date upfront. Leaving end dates blank or uncalculated at registration is a compliance violation and a primary source of state customer complaints.

2. Best Practices for Enrollments & Online Bundles

  • How to properly calculate and state contract expiration dates at the time of signing, especially when using an outside company. 

  • Best practices for handling online bundle registrations where the behind-the-wheel start date is scheduled later.

  • Managing student expectations to avoid administrative contract addendums.

  • Our Association partner and sponsor, Driving School Software, will join the 2nd half of the meeting to show their exciting new features to automate this process. 

3. Additional Regulatory Updates

  • Rule 4501-7-13: Protection of student Personally Identifiable Information (PII) on daily in-car logs.

  • Rule 4501-7-05: Updated instructor application timelines and Probationary Training Manager pathways.
